Contract counties: what that means for you
TDEC's Division of Water Resources writes the statewide rules for subsurface sewage disposal, Rule Chapter 0400-48-01, and runs an online application channel at tdec.tn.gov/septic. But in a contract county the county's own Environmental Health office issues the permits, performs or reviews the evaluations, inspects the installs, and keeps the records. Two practical consequences: rulings on your parcel come from the county office, and your system's paperwork is not in the statewide database, so record requests and installer verification also go through the county. The evaluation is the ballgame
Before any permit is written, a soil scientist or county environmentalist evaluates the site: how deep the soil runs before bedrock, how steep the ground is, how fast water moves through it, and where a dispersal field plus its reserve area can fit. Tennessee's gates are concrete, slopes of 30 percent or less and roughly 24 inches of suitable soil over rock for conventional designs, absorption faster than 75 minutes per inch (Rule 0400-48-01-.07 and -.15), and foothill parcels miss them constantly, which routes the design into the engineered lane described in the engineered septic systems guide.
